The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 created E-Verify as a pilot program. The pilot program was implemented as a voluntary program in California, Florida, Illinois, Nebraska, New York and Texas. Webusers, see Section 7.1 in the E-Verify Manual.
